Abstract
This document provides a detailed explanation of the technical and policy considerations which form the basis for EPA's regulations for preventing the significant deterioration of air quality, which were published in the Federal Register on December 5, 1974. The document discusses the reasons for rejecting various alternative plans for preventing significant deterioration of air quality; the basis for the air quality increments selected and the pollutants and sources covered; and the impact of the regulations on general growth and development as well as on new energy sources. A number of the references are included as appendices; however, several of the studies and reports referenced are too voluminous to include in this document. These reports are available for public inspection at EPA's Freedom of Information Center in Washington, D.C. Portions of this document are not fully legible.
