Abstract | This manual is a guide for air quality program planners responsible for the design and implementation of episode avoidance actions. An episode is defined as the occurrence of stagnant air masses during which air pollutants accumulate, so that the population is exposed to higher-than-normal concentrations of the contaminants. The planning steps necessary to forestall the adverse effects of air pollution episodes are described. The manual is divided into three main parts, dealing with (1) emergency action plans, (2) problem definition, and (3) technical discussion. It covers both simple and more advanced technological procedures. |
