Abstract
This report is the summary report of a study of 14 urban areas to determine the reasons for attainment or nonattainment of the National Ambient Air Quality Standards. This summary report combines the data from the particle characterization and urban area reports to provide a national assessment of the problem. The report evaluates three major factors affecting attainment - (1) large scale effects from transported primary and secondary particulates, (2) traditional sources such as fuel combustion, industrial process and solid waste and (3) nontraditional sources such as mobile source exhaust, tire rubber, construction, paved and unpaved roads, etc. Two factors which modify measured levels, meteorology and monitor siting, are also evaluated.
