Abstract
The U.S. Environmental Protection Agency (EPA) is finalizing the National Emission Standards for Hazardous Air Pollutants from Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs) under Clean Air Act (CAA or the Act) section 112(d), referred to in this document as the Mercury and Air Toxics Standards (MATS). A key piece to several aspects of the technical documentation includes Hazardous Air Pollutant (HAP) emission inventory estimates for U.S. EGUs at the facility, unit, and national resolutions. This memorandum addresses the development of HAP emission factors used to create the emissions estimates for (a) the non-mercury case study units and (b) the current base nationwide emissions inventory. Additional information on the non-mercury case study emissions is available in the revised Non-Hg Case Study Chronic Inhalation Risk Assessment.
