Abstract
This document provides interim guidance for meeting transportation conformity requirements in areas designated nonattainment for the 2006 24-hour PM2.5 national ambient air quality standards (2006 PM2.5 NAAQS). EPA published a proposed PM Amendments rule earlier this year to address the 2006 PM2.5 NAAQS, but the final rule has not yet been published. Once the PM Amendments final rule is published, the transportation conformity regulations will address the 2006 PM2.5 NAAQS. In the interim, EPA is releasing this guidance to help new nonattainment areas meet conformity requirements in time. Transportation conformity for the 2006 PM2.5 NAAQS applies one year after the effective date of nonattainment designations for this NAAQS. Clean Air Act section 176(c)(6) and 40 CFR 93.102(d) provide a one-year grace period from the effective date of designations before transportation conformity applies in areas newly designated nonattainment for a specific NAAQS.
