Abstract
Standards of performance for the control of emissions from pressure sensitive tape and label surface coating operations are being proposed under the authority of Section 111 of the Clean Air Act. These standards would apply to release, precoat, and adhesive coating lines which emit more than 15 megagrams (16.5 tons) of volatile organic compounds per year and for which construction or modification began on or after the date of proposal of the regulations. This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing proposed standards.
