Abstract
On January 4, 1980, the U.S. Environmental Protection Agency published a final rule (45 FR 1252) that revised the Noise Emission Standards for Transportation Equipment: Interstate Rail Carriers (40 CFR Part 201). The regulation incorporates noise emission standards for locomotives and rail cars, and for four noise sources within rail yards: active retarders, car-coupling impacts, switcher locomotives, and locomotive load cell test stands. The Federal Railroad Administration has issued compliance regulations (42 FR 42343) for locomotives and rail cars, and will be publishing compliance regulations for the enforcement of the noise standards for the four rail yard noise sources. The purpose of this handbook is to provide guidance in measuring compliance with the source noise emission standards. The handbook is directed at compliance officers, railroad personnel, local residents, and other concerned individuals interested in assessing whether or not the noise emissions from a particular rail yard facility exceed the regulatory levels.
