Abstract
This document serves as a text to State agencies in planning for control of fluoride emissions from existing primary aluminum plants. Achievable fluoride capture and removal efficiencies are given for new retrofit hooding and for primary and secondary removal devices, respectively. Methods for deriving capital and annualized costs are illustrated by a few examples. Costs and fluoride emission reductions achieved by actual retrofits are given for ten plants, and the construction scope of work is described in detail for three of these plants. The guidelines are presented as recommended control technologies that will achieve certain average control efficiencies when applied as new retrofits to existing plants.
