Abstract: The Los Angeles County APCD Control Regulations are extensive and comprehensive. In this report, the rules and allowances that affect organic emissions are analyzed. The allowances and exemptions that are contained in these rules and regulations are summarized. The impact of these exemptions and allowances are characterized as "major," "moderate," "minimal," or "unknown" based on a rating scale developed in this study. Then, the bases for the allowances and exemptions are analyzed. Questionable, and/or inappropriate (actual) bases are identified. Finally, more apporpriate bases or rationales for emissions exemptions and allowances are suggested.
