Abstract: The Los Angeles County APCD Control Regulations are extensive and comprehensive. In this report, the rules and allowances that affect organic emissions are analyzed. The allowances and exemptions that are contained in these rules and regulations are summarized. The impact of these exemptions and allowances are characterized as "major," "moderate," "minimal," or "unknown" based on a rating scale developed in this study. Then, the bases for the allowances and exemptions are analyzed. Questionable, and/or inappropriate (actual) bases are identified. Finally, more apporpriate bases or rationales for emissions exemptions and allowances are suggested. Appendices present additional information on the control of hydrocarbon emissions to the atmosphere from petroleum liquids, photochemical reactivity criteria in organic emission control, reducing hydrocarbon emissions by reducing gasoline volatility, and examples and data for characterizing the impact of the exemptions and allowances. 1.0 Summary -- 2.0 Los Angeles County APCD Control Regulations that Affect Organic Emissions -- 3.0 Analysis of the Basis for Exemptions and Allowances.
