| Abstract |
Section 166 of the 1977 Clean Air Act requires EPA to conduct a study and to promulgate regulations to prevent significant deterioration of air quality resulting from carbon monoxide (CO), volatile organic compounds (VOC) or hydrocarbon (HC), nitrogen oxides (NOx) and lead (Pb). The regulations which are to be promulgated shall provide specific numerical measures against which permit applications may be evaluated. The regulations must also provide a framework for stimulating improved control technology, protection of air quality valves, and the fulfillment of the goals and purposes of the PSD program which are set forth in Section 160 of the Act. This report identifies and evaluates various alternatives for implementing the PSD program and describes in detail a number of issues which need to be resolved in order for the PSD program to be effectively carried out. The report identifies various sources to be affected by the PSD program for CO, VOC or HC, ozone (O3), NOx and Pb. It also provides an assessment of the impact in terms of potential growth which may be precluded as a result of the PSD program for CO, VOC or HC, O3, NOx and Pb as compared to the current PSD program for TSP and SO2. Finally, the report provides an assessment of the potential consequences of no further regulatory action for PSD. |
