This document describes the development and evaluation of a transportation control plan for the Springfield Air Quality Study Area (AQSA), consisting of the Massachusetts portion of the Hartford-New Haven-Springfield Air Quality Control Region. The effort reported is an extension and modification of prior work to define the transportation control measures to attain the carbon monoxide standard in the city of Springfield, and in addition develops control measures for hydrocarbon emissions throughout the AQSA. Discussion and analysis are included on air quality, emissions, methods for forecasting future emissions and air quality, evaluation of control measures, plan surveillance, and schedules for implementation. Each alternative control measure was assessed for its social and economic impacts and associated legal and administrative issues as well as for its effectiveness at reducing pollutant emissions. A specific package of control measures is recommended, including added control of stationary hydrocarbon sources and traffic flow management techniques for control of carbon monoxide in Springfield. |
