This document presents the findings of an extensive study of the cane sugar refining industry for the purpose of recommending Effluent Limitations Guidelines, Federal Standards of Performance, and Pretreatment Standards for the Industry for the purpose of implementing Sections 304, 306, and 307 of the "Act." Effluent Limitations Guidelines contained herein set forth the degree of effluent reduction attainable through the application of the Best Practicable Control Technology Currently Available (BPCTCA) and the degree of effluent reduction attainable through the application of the Best Available Technology Economically Achievable (BATEA) which must be achieved by existing point sources by July 1, 1977 and July 1, 1983, respectively. The Standards of Performance for new sources (NSPS) contained herein set forth the degree of effluent reduction which is achievable through the application of the Best Available Demonstrated Control Technology, Processes, Operating Methods, or other alternatives. The cane sugar refining segment of the sugar processing industry has been divided into two subcategories: liquid cane sugar refining and crystalline cane sugar refining. The proposed limitations for all three levels of technology as set forth above establish the requirement for discharge to navigable waters (see Table 1). Supportive data and rationale for development of the Effluent Limitations Guidelines and Standards of Performance are contained in this document. The remaining segments of the sugar processing industry not contained within this report are raw cane sugar processing and beet sugar processing. Raw cane sugar processing is being studied at this time and is to be presented at a later date. Beet sugar processing has been previously studied and is the subject of a separate report entitled - Beet Sugar Processing Segment of the Sugar Processing Industry.
