Abstract
Before the public can freely and fairly contribute to the environmental decision process, education on the importance of ecological and genetic diversity is needed. Education will assist the public in assigning both cost and quality of live values to environmental effects as part of the process of assessing the adversity of an effect. Only when the value of an ecological good or service is understood can the decision be made whether to accept the impact or take action to prevent the adverse effect. The decision to prevent or limit adverse effects ultimately leads to regulatory policy.
