Abstract
This document presents guidelines for developing a quality assurance program for Method 5, Determination of Particulate Emissions from Stationary Sources. It is divided into four sections: Introduction; Operations Manual; Manual for Field Team Supervisor; Manual for Manager of Groups of Field Teams. The objectives of this quality assurance program for Method 5 are to: Identify and where possible eliminate systematic errors (biases) and maintain precision within acceptable limits in the measurement process; Provide routine indications for operating purposes of satisfactory performance of personnel and/or equipment; Provide for prompt detection and correction of conditions that contribute to the collection of poor quality data; Collect and supply information necessary to describe the quality of the data. Implementation of a properly designed quality assurance program should enable measurement teams to achieve and maintain an acceptable level of precision and accuracy in their stack gas-composition measurements. It will also allow a team to report an estimate of the precision of its measurements for each source emissions test.
