Abstract
The proposed primary National Ambient Air Quality Standards (NAAQS) for particulate matter (PM) specify ambient concentrations for particles smaller than 10 micrometers aerodynamic diameter (PM(10)). The document describes a methodology for using available PM(10) measurements in conjunction with TSP data to estimate whether or not the annual and/or 24-hour NAAQS for PM(10) are likely to be violated (probability of nonattainment). The probability of nonattainment is one of the criteria which are used to specify action States are to take in developing PM(10) monitoring requirements and State Implementation Plans (SIP's). The document also addresses appropriate methods for determining the spatial extent of the nonattainment situations.
