Abstract
On Friday, November 8, 1974, Russell E. Train, Administrator of the U.S. Environmental Protection Agency announced that he was ordering an immediate nationwide survey to determine the concentration and potential effects of certain organic chemicals in drinking water. On that date Train said, 'What we learn from this National Reconnaissance Survey will tell us how widespread and serious the situation is that we found in the study of the New Orleans drinking water supply.' The Administrator shall conduct a comprehensive study of public water supplies and drinking water sources to determine the nature, extent, sources of, and means of control of contamination by chemicals or other substances suspected of being carcinogenic. Not later than 6 months after the enactment of this title, he shall transmit to the Congress the initial results of such study, together with such recommendations for further review and corrective action as he deems appropriate.
