Abstract
The first section presents background information supporting the development of effluent limitations guidelines and pretreatment standards for the concentrated aquatic animal production (CAAP) point source category. Section 1.1 describes the legal authority to regulate the CAAP industry. Section 1.2 discusses the Clean Water Act specifically; Section 1.3 discusses the Clean Water Act Section 304(m) consent decree; and Section 1.4 discusses the Regulatory Flexibility Act (as amended by the Small Business Regulatory Enforcement Fairness Act of 1996). Section 1.5 discusses regional, state, and municipal regulation of the industry. Section 1.6 discusses the regulatory history of the CAAP industry.
