Abstract
Water to Colorado is like oil to Iran; the economy of the state relies heavily upon direct and indirect benefits resulting from the utilization for various purposes throughout the state. The project traces the evolution of water law and related organizations, focusing upon changes that have occurred and the effects upon various water user groups. Specific emphasis was placed upon a determination of the use of technology in the legal process and upon identifying the sources and nature of political constraints that operate to restrict and/or facilitate changes in Colorado water law.
