Abstract
Among the provisions of the Hazardous and Solid Waste Amendments of 1984 are minimum technological requirements for hazardous waste landfills, surface impoundments and waste piles. Any new surface impoundment must install two or more liners and a leachate collection system between such liners. The lower liner must be designed, operated, and constructed to prevent breakthrough of constituents over the period of operation, including any post-closure care period. A computer program, SOILINER, has been developed to assist in the evaluation of these liners. The program is for an IBM PC/XT and IBM PC/AT or compatible personal computer. Important features inherent to the SOILINER model include the ability to simulate: (1) multi-layered systems, (2) variable initial moisture content, and (3) changing conditions on the boundaries of the compacted soil liner flow domain.
