| Abstract |
The 'Handbook for the Review of Excess Emission Reports' provides specific information and recommendations on procedures to review and analyze opacity and S0(2) excess emission reports (EER's) by air pollution agencies. Chapter I presents basic information on the EER review process recommended by EPA. Chapters II and III provide more detailed instructions on how to review and summarize opacity and S0(2) EER's respectively. The handbook includes detailed explanations of reason categories for exceedances and CEMS downtime which have been recommended for use by EPA for summarizing EER data. The handbook is designed to provide detailed instructions to the inexperienced reviewer. However, summaries of the recommended review steps and EER review forms may be useful to experienced reviewers. The illustrations and example EER review procedures are based on EER's from large fossil fuel fired boilers subject to EPA regulation under 40 C.F.R. Part 60, Subpart D. However, the general approach and forms may be easily adapted to other source caterories regulated by EPA or the States. |
