Abstract
The purpose of this document is to describe the multiple impacts on human health and welfare that result from emissions of nitrogen oxides (NOx). Emissions of NOx result in an unusually broad range of detrimental effects to human health and the environment. In addition, this document states EPA's intent to consider the multiple environmental impacts of NOx emissions when making policy decisions regarding regulation of NOx emissions.
