Abstract
Chlorofluorocarbons are suspected of contributing to the depletion of stratospheric ozone. The U.S. EPA sought information on a number of different regulatory options, including the implementation of a marketable permit system in conjunction with a production cap on the manufacture of chlorofluorocarbons at 1980 levels. This report develops six scenarios of the economic implications of a 1980 level production cap on chlorofluorocarbons. The six scenarios represent different assumptions regarding consumer and user response to rising chlorofluorocarbon prices.
