Abstract |
The Regional Ozone Modeling for Northeast Transport (ROMNET) Project was initiated by the U.S. EPA and State and local air pollution agencies in the Northeast to address the problem of regional transport in developing effective and equitable control programs to attain the ozone National Ambient Air Quality Standard in the region. The specific goals of ROMNET are: (1) to evaluate the relative effectiveness of regional controls on ozone levels in the Northeast; (2) to provide quantitative estimates of ozone and precursor levels transported between urban areas following application of control measures; and (3) to provide procedures and guidance for incorporating ozone and precursor transport in future State Implementation development. ROMNET included the application of the EPA Regional Oxidant Model for a number of regional emissions control strategies. These strategies were designed to address five major issues: (1) What are the relative benefits of VOC controls versus NOx controls in reducing ozone levels across the region; (2) What is the impact of reducing regional transport on Northeast Corridor ozone levels; and (3) What levels of VOC and/or NOx emissions reductions are necessary to reduce predicted ozone levels in the Northeast to below 125 ppb; (4) How effective are potential reactivity-based strategies; and (5) How does the large uncertainty in biogenic emissions alter conclusions on the effectiveness of controls. |
