Abstract |
Wastewater facilities are capital intensive and highly complex systems involving management techniques that are not typical of normal government operations. The United States Congress expects these wastewater utilities to have sophisticated management procedures, since these facilities are governed by the laws and regulations of the country. Many systems were built using funds appropriated by the Congress requiring that they be managed properly for the benefit of the people. The handbook has been specifically designed for on-site inspectors to use in evaluating the financial management capability of wastewater utility systems that have been funded by federal construction grants. It has been specifically designed for small systems treating less than 5 mgd of wastewater per day. |
