Abstract
The Environmental Monitoring and Assessment Program (EMAP) design was developed with the following considerations: consistent representation of environmental reality by use of a probability sample, potential representation of all resources and environmental entities, capacity for quick response to a new question or issue, and spatial distribution of the sample according to the distribution of the resource. These considerations have been met by prescribing a triangular sampling grid on approximately 27 km spacing, with a 40-sq km hexagon (40-hex) centered on each grid point to supply the sample representation of resource space. Inventory of each 40-hex provides the Tier 1 sample. The sample grid thus provides a one-sixteenth probability sample of the resource area. The Tier 2 sample is a subsample of resource sites in the sample hexagons; these provide the detailed monitoring data. This double sample provides the monitoring data for characterization of status and trends of the various resources. This document provides an overview of the EMAP sampling design and grid framework, along with a discussion of the statistical estimation and analysis procedures.
