Abstract |
This draft EIS was prepared to assist the EPA in strengthening its inputs to environmental impact statements in the area of new energy developments. The document has no legal significance, and the 'proposed action' is entirely hypothetical. The hypothetical plant is 1000 MWe silicon photovoltaic, located on 52 sq km of desert near Las Vegas, Nevada. It has a 3-hour storage capacity. The principal adverse environmental impacts expected relate to the destruction of soil and vegetation on 52 sq km of desert terrain. Revegetation is expected to be very slow without human assistance. Numerous animals will be displaced temporarily or permanently. The visual impact of this project will be extensive, and no measures are known to minimize the impact. There will be no effect on ground water, no thermal pollution, no surface water pollution, no noise pollution, and no effect on local historical, archaeological, and cultural values. |
