The industrial and farming sectors in the EPA's Region III have recourse to many federal and state programs aimed at reducing pollution control expenditures. The federal programs provide more significant cost reductions than the state programs. The mining and manufacturing sectors have recourse to four federal financing programs that provide low interest, long term loans, including Industrial Development Administration loans and two specially funding Small Business Administration programs. The farm sector has recourse to five pollution control programs, namely those of the Farmers Home Administration and the Small Business Administration. In addition to financing, all existing businesses may amortize pollution control equipment rapidly for federal income tax purposes. However, rapid amortization is only attractive for equipment with a useful life greater than 12 years and where their own discount rate exceeds 10 percent. Businesses that have their wastewaters treated by a publicly owned treatment works have an additional benefit of the absence of an interest cost for at least 75 percent of the construction costs of the works. All end-of-line pollution control equipment is eligible for federal and state programs, however, several programs exclude process changes.
