Abstract
The report discusses the following problems involved in implementing the Federal Water Project Recreation Act (PL 89-72). Can construction agencies be expected to alter their behavior patterns in keeping with the new requirements. Will the nonfederal entities be given an active voice in planning those functions they agree to cost-share. Will the nonfederal entities develop the expertise necessary to make meaningful inputs in the planning process that the Act now allows them to have. Will the nonfederal public bodies be able to finance the large expenditures often required by the Act. In answer to these questions, questionnaires were designed for federal, state, and local entities participating in the Act.
