Abstract
The report is part of a continuing investigation by the Environmental Protection Agency of alternative financing programs for treatment plant facilities undertaken in response to Section 317 of The Water Pollution Control Act Amendments of 1972. This report presents findings and recommendations regarding alternative financing programs. The report reviews the current programs, describes criteria for the evaluation of financing programs and discusses some differences of current programs in light of these criteria. Important features of alternative financing programs are discussed and analysis of features that could be changed to improve program preference according to the criteria is presented.
