Abstract
This report documents a study assessing the need for new source performance standards (NSPS) for the refractory industry. The industry is examined with respect to products product uses, plant distribution, and growth potential. Emission sources and species are identified and emissions from these sources are quantified. Present methods of air pollution control are examined along with their effectiveness. State regulations applying to the industry are summarized. Based on the estimated industry growth in new sources and the emission reduction possible through the use of best demonstrated control, an estimate is made of the total emission reduction achievable through NSPS. This estimate and other factors indicate that development of NSPS for the industry is not warranted.
