The overall goal of Environmental Monitoring and Assessment Program (EMAP) is to provide a quantitative assessment of the current status and long-term trends in the condition of the nation's ecological resources on regional and national scales. The document outlines a strategy for indicator selection, development, and evaluation within EMAP. Its objectives are twofold: (1) to present general guidelines, criteria, and procedures for indicator selection and evaluation, and (2) to establish an organizational framework for coordinating and integrating indicator development and use within EMAP. It should serve both to promote internal consistency among EMAP resource groups and to provide a basis for external review of the proposed indicator development process.
