| Abstract |
In March 1980 the EPA distributed for industry comment a draft 'EPA Recommended Practice for Evaluating, Grading, and Labeling the Fuel Efficiency of Motor Vehicle Engine Oils.' EPA requested Falcon Research and Development Co. to 'Analyze comments received...with regard to the recommended statistical procedure.' As a follow-up effort, Falcon was requested to provide an independent assessment of certain aspects of the proposed statistical procedure. Particular areas identified for consideration were: (1) comparative accuracy of carryover and non-carryover effect procedures, (2) means for encouraging (rewarding) accurate testing, (3) dealing with outliers in fuel economy test data and (4) the impact of variability in oil effects across car models on the meaningful grading of oils. An investigation of these areas, and cursory examination of some additional topics form the subject of this report. |
