| Abstract |
This report deals with problems in the development of applications for each of the three steps in the grant process; it deals with EPA's policy and organization at the regional level for processing applications, and with delays and workload in the post-award stage. It also concerns itself with national policy issues identified by the Regions, as well as Headquarters' performance in providing appropriate policy support to the Regions. |
