Abstract
The report presents methods for calculating expected annual releases of manufactured chemicals resulting from transportation accidents. The scope of the report is limited to releases en route rather than leaks and other releases at transportation terminals. A step-by-step method of calculating annual quantity released per mode of transportation is presented, and sources and limitations of the supporting data are discussed in detail. The method is suitable for comparing estimates of annual releases of several chemicals or for comparing releases by various modes of transportation for one chemical. A statistical analysis of the Department of Transportation (DOT) HAZMAT data base is included as an appendix to the report.
