Abstract
The report describes a short-term quality assurance program, implemented at the EPA wet limestone scrubber facility located at the Shawnee steam/electric plant, Paducah, Kentucky. The program was part of a project to prepare a set of quality assurance guidelines for demonstration projects. The control laboratory, the effluent gas streams, and process instrumentation were reviewed and audited. In the control laboratory, side-by-side pH measurements were made, and limestone slurry samples were collected. These samples were sent to three independent laboratories for analysis of selected elements in the solid and liquid phases. Gas stream work covered both particulate grain loading and analysis of SO2. Particulate sampling and weighing techniques were observed, and volume calibration checks were made. SO2 was collected, analyzed by two chemical methods, and compared with the in-stack photometric measurement system. Process instrumentation was checked with portable precision electronic equipment carried on-site and inserted into instrumentation circuitry to verify accuracy of sensors and readout devices.
