| Abstract |
The paper evaluates and interprets the updated scientific and technical information that EPA staff believes is most relevant to the review of the primary (health) and secondary (welfare) national ambient air quality standards for lead. The assessment is intended to bridge the gap between the scientific review in the EPA criteria document and the judgements required of the Administrator in setting the ambient air quality standards for lead. The major recommendations of the staff paper are: (1) the range of standards under consideration should be from 0.5 to 1.5 microg/cu m; (2) a monthly averaging period would better reflect children's responsiveness to lead exposures than a quarterly averaging period; (3) the most appropriate form of the standard is the second highest monthly average in a 3 year span; (4) with a monthly averaging period, more frequent sampling is needed in areas with point sources; and (5) the hi-volume sampler should be retained to monitor compliance with the lead NAAQS. |
