Abstract
Over the past decade housing prices have increased dramatically. The U.S. Environmental Protection Agency sponsored this study to gain a better understanding of the effect of federal environmental regulations on the cost of housing. The study has three parts: a literature survey, case studies of Boston and Dallas, and an econometric analysis. Both the case studies and the literature search suggest that costs from environmental regulations are dependent on the characteristics of the proposed development and the political and administrative context in which this development must be reviewed.
