Abstract | The U.S. Environmental Protection Agency (EPA) is presently conducting a review of the national ambient air quality standard (NAAQS) for ozone (O3) and related photochemical oxidants. The NAAQS review process includes four key phases: planning, science assessment, risk/exposure assessment, and policy assessment/rulemaking.1 This process and the overall plan for this review of the O3 NAAQS are presented in the Integrated Review Plan for the Ozone National Ambient Air Quality Standards (IRP, US EPA, 2011a). The IRP additionally presents the schedule for the review; identifies key policy-relevant issues; and discusses the key scientific, technical, and policy documents. These documents include an Integrated Science Assessment (ISA), Risk and Exposure Assessments (REAs), and a Policy Assessment (PA). This final Welfare REA (WREA) is one of the two quantitative REAs developed for the review by EPAs Office of Air Quality Planning and Standards (OAQPS); the second is a Health REA (HREA). This WREA focuses on assessments to inform consideration of the review of the secondary (welfare-based) NAAQS for O3. |
