Abstract
This report summarizes a study of the projected effects of several potential revisions to the current New Source Performance Standards (NSPS) for sulfur dioxide (SO2) emissions from coal-fired electric utility boilers. The revised NSPS (RNSPS) is assumed to apply to all coal-fired units with a generating capacity of 25 megawatts or more, beginning operation after 1982. A principal purpose of this phase of the RNSPS analysis is to present to decision makers the critical uncertainties that will influence utility costs, coal choices, and pollution control measures adopted by utilities in response to alternative standards.
