Abstract
The report gives results of environmental and economic assessments of processes using residual oil to generate electricity. Emphasis was on three commercially operating processes: flue gas desulfurization (FGD) of the tail gas from fuel oil burning boilers; removal of the sulfur in residual fuel oil by hydrodesulfurization (HDS); and conversion of residual fuel oil into low-Btu, sulfur-free gas by partial oxidation (POX). The effort started with a review and analysis of available literature. Information obtained from the literature search identified many operating HDS, FGD, and POX units. However, available data was not adequate for a comprehensive environmental and economic assessment. To obtain more specific design and operating data, actual plants were visited. The additional data was sufficient to determine points of discharge and characterize the emissions from each process. Capital and operating cost information was obtained for all units visited and will be used for economic comparisons.
