Abstract
Conceptual and empirical examination of whether the social costs imposed by hazardous waste sites are reflected in property values. A hedonic analysis is used, to account for other characteristics of houses that affect their values. Additional data are collected and analyzed for the Pleasant Plains site, which caused the rent gradient tentatively identified in Phase I to disappear. An attempt to identify a hazardous waste site with air pollution and property value data amenable to analysis was unsuccessful. The results of the analysis fail to show that this property values approach can be used to estimate the damages from (or the benefits from more stringent regulation of) hazardous waste disposal.
