"In compliance with the Energy Policy and conservation Act of 1975, Title 1, Part B (Public Law 94-163), the Department of Energy (DOE) implemented the Strategic Petroleum Reserve (SPR). The SPR program was implemented in August of 1977 with the goal of storing a minimum of one billion barrels of crude oil by December 22, 1982. After evaluating several physical storage possibilities, DOE determined that storage in commercially developed salt dome cavities through solution-mining processes was the most economically and environmentally advantageous option"--Introduction, volume 1, paragraph 1. |
