Abstract
The paper gives results of the first year of a 3-year project that addresses questions regarding the appropriate mix of in-house and extramural efforts in research and development activities in government organizations. The research identifies factors or criteria involved in such decisions and provides a framework within which to evaluate the many issues involved. The preliminary model developed during the first year includes both qualitative and quantitative factors, various operating conditions, and organizational policy. The model was developed and tested with an EPA research and development laboratory, but with the goal of making it generic enough to be easily adapted to other government organizations. In the second and third years of the project, the model will be expanded to a decision support system with interfaces to a resource allocation system. The development and testing of the expanded model will involve two additional federal government organizations. (Copyright (c) Project Management 1987.)
