The U.S. Environmental Protection Agency (EPA) is preparing for finalizing the National Emission Standards for Hazardous Air Pollutants from Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs) under Clean Air Act (CAA or the Act) section 112(d) (referred to as the Mercury and Air Toxics Standards (MATS)). A key piece to several aspects of the rule documentation includes emission inventory estimates for this sector at the facility and national resolutions. Associated with the emission inventory estimates is the application of mercury speciation profiles that were developed from the 1999 information collection request (ICR) data used to support development of the Clean Air Mercury Rule (CAMR). This memorandum describes the general process followed in the development of the mercury speciation profiles.
