Abstract
This document is organized along the lines of the four major steps--or tasks--involved in the assessment: The Development Scenario task attempts to determine how much lignite development might occur and what factors influence this development; The Siting Analysis task seeks to determine where lignite and coal use is likely to occur and whether the projected number of lignite and coal facilities can be accommodated given several key siting limitations; The Impact Analysis task identifies probable environmental and socioeconomic impacts which are likely to occur based on the magnitude of development and siting patterns indicated in the first two tasks; The Policy Analysis task identifies the major policy issues which relate to each of the three preceding tasks and assesses alternative means of resolving the issues based on various policy objectives.
