Abstract
This document is a Regulatory Impact Analysis of the proposed guidelines for Best Available Retrofit Technology (BART) determinations under the regional haze regulations. Estimates of the health and welfare benefits and costs of the proposed rule are reported in this document. Additional impacts such as small business, unfunded mandates, and energy impacts are analyzed in the report.
