Abstract
The background document provides the Agency's rationale and technical support for selecting the constituents for proposed regulation in K083 and for developing treatment standards for these constituents. The document also provides waste characterization data that serve as a basis for determining whether a variance from a treatment standard may be warranted for a particular type of K083 that is more difficult to treat than the wastes that were analyzed in developing treatment standards for K083.
