Abstract
EPA issued final effluent guidelines and limitations for the leather tanning industry in November 1982. This report estimates the economic impact of pollution control costs in terms of the effects on profitability, plant closure, unemployment, price changes and foreign trade. A model plant approach is used to assess these impacts for nine tanning subcategories, with separate models for direct and indirect discharges. As background for the impact analysis, the report contains chapters on the structure of the industry, a financial characterization of the industry, and an analysis of price determination in the hide and leather markets. Impacts are assessed for BPT, BAT, PSES and new source standards. A separate chapter analyzes impacts on small business.
