Abstract
This volume, part of a four volume study, examines EPA and other Federal agencies statutory and regulatory criteria for the designation of chemical substances. Volume I, a comparative analysis of the statutory authorities described in Volumes II and III, focuses on statutory purposes and goals, integration directives, the risks to be regulated, and the factors considered for designating and regulating chemical substances. The designation of chemical substances for regulation, hazard classifications and testing requirements are compared in the last section of Volume I. Volumes II and III review statutory provisions and regulations relating to the EPA and other Federal agency designation of chemical substances. The reviews focus on the criteria used to designate chemicals for regulation (e.g. role of economic and technological factors). The reviews specify which chemical substances are designated for regulation and each volume describe and analyze the hazard classification systems established and corresponding test methods required by the regulations. Volume IV, the chemical designation matrix provides a listing of the substances designated by regulation under the statues reviewed as they appear in the Code of Federal Regulations or the Federal Register (for proposed rules) as of January 1981.
