Abstract |
This report summarizes the results of an analysis of alternative policies for implementing short-term NO2 standards like those currently under consideration by EPA. Policy alternatives considered include an extension of current regulatory approaches to provide for control of stationary source emissions in state implementation plans, adoption of an emissions charge as a substitute for emissions limitation regulations, and adoption of a marketable permit program as a substitute for emissions limitation regulations. |
